News from the U.S. Customs:

The operating carrier controls the port of loading and unloading.  In many instances, the NVOCC may not immediately know when an operating carrier or slot charter carrier diverts the container to another vessel for discharge in the U.S.  There is an obligation for the two parties (the operating carrier/slot charter carrier and NVOCC) to ensure that information transmitted to CBP is timely and accurate.  The NVOCC is the party responsible for transmitting correct data for NVOCC type bills of lading.

If transshipment is involved for any cargo, the NVOCC only has to file his AMS for the actual vessel calling the U.S. port(s) with the transshipment port as "Port of Loading" and with the original port of loading as "Place of Receipt".
